The meeting was called to order at 7:05 p.m. by the President, Juanita Egan, who served as chair of the meeting. A quorum was present. President Juanita Egan mentioned upcoming events, including a Social to be held on May 11th at Post Midtown Square, 300 Gray at Bagby, and the next quarterly General Meeting which will be scheduled for July. Times and more details will be in forthcoming announcements, in the newsletter and emails to members. Outreach Chair Patrick McIlvain reminded us of the dedication ceremonies for Nellie Keyes Park to be held May 6th, and asked that volunteers sign up to help with the ceremonies Secretary Jack Hardin presented the club Bylaws as revised by the Bylaws Committee, which had been previously submitted in writing at the last General Meeting. On motion made, seconded and passed, the revised Bylaws were adopted. A motion was made, seconded and passed to waive the reading of the minutes of the last meeting. The minutes of that meeting are on the club's website. Treasurer Michelle Wolpert presented a financial report, which was accepted on motion made, seconded and passed. We are solvent. Michelle mentioned activities related to the Sabinal Subdivision have been described on our web page. Vice-President Lisa Murray asked for help in completing neighborhood surveys and circulating petitions which have been identified by the Infrastructure Committee as appropriate ways to seek improvements for the neighborhood. Past President Joel Reicheck presented TIRZ petitions and urged residents to obtain copies and circulate them among their neighbors. Secretary Jack Hardin presented NSR petitions which can be circulated at the same time. These petitions and additional information are on our web page. The Civic Club will assist in collecting the petitions and if signatures on TIRZ petitions from owners of properties in Rice Military comprising over 50% of the appraised value of properties in Rice Military are received they can be presented to the City of Houston to request formation of a TIRZ. Peter Tyler of the Memorial Park Conservancy described its efforts to preserve and improve Memorial Park, and the efforts of other local groups to encourage the use of new technologies to make adjacent freeways quieter. Mr. Tyler also spoke about the conversion of the Memorial Park maintenance area to public use. Houston City Council Member at Large Peter Brown described a demonstration project for a French-drain type of drainage system he is proposing as one alternative to storm sewers. On motion made, seconded and passed, Rice Military Civic Club resolved to support installation of 12 blocks of the French-drain system for demonstration purposes. CM Brown also sought support for a comprehensive plan for the City of Houston and supplied a sample letter to voice that support to the City Planing Commission. He also announced an Electronic Town Meeting will be held May 6th at the George R. Brown Convention Center. It is expected the next quarterly General Meeting will be held at the Doris Miller Center on or about July 19, 2006, but this will need to be confirmed later. Check our web page.
